Rugby World Cup is a costly business

This weekend will finally see the end of the Rugby World Cup - final, for Mark & Stacey's benefit, is between NZ and Australia.
In NZ there is a discussion about how many Cabinet Ministers are needed to be there?  The answer appears to be 3, fully funded of course.
The Australian Rugby Union is in the horns of a dilemma- winning would be wonderful but expensive. To be able to fund a possible win the Union has bet $A300,000 on this.  If they win both game and bet then they will get enough money to pay out player bonuses and have money in the bank.  
Apparently the rules mean the ARU can't place the bet themselves but it was placed through an insurance company.  And technically it's not risking $300,000 - it's an investment likely to pay out $3million 

My mind has boggled at this news.  I want to know how the CEO persuaded the Board that this was the best course of action.  And how the Board agreed.  Does this guy look that persuasive to you?? 
And was it the insurance company idea or someone in the ARU come up with the idea?
