Robin Hood - hero or villain?

This morning we read in the paper about the US town in New Hampshire where a group of people have been arrested for "regularly, repeatedly and intentionally interfered with, harassed and intimated the towns three traffic warden" (your father calls traffic wardens in Wellington Meter Reapers)
What were this group of people doing?  While your mind might have gone to hooliganism it appears they have been putting money into expired parking meters and leaving notes on people's windscreens that say "Your meter has expired however we saved you from the Kings tariffs" and is signed Robin Hood and his Merry Men.
Town officials angry because they are missing $40,000 of budgeted revenues ( seems to me the three parking wardens aren't even covering their salaries assuming they earn more than $15,000 each)

So like the original (legend) Robin Hood and Merry Men of New Hampshire are heroes to the people but villains to the authorities!

Anyway I could have done with Robin and his troupe - I got a parking ticket even though I was less than 5 mins over my meter time this morning
